The answer to the OP is of course both at the same time and continually,
To Chris the mod - I was not convinced that IP addresses mattered either, ut having seen a massive test someone has done on another forum with their sites (I wont name the forum in case its against TOS) it DOES appear to effect the juice passed on by links that should be equal, in that experiment anyway.
I also note that every time Matt Cutts is asked that question in his blog, he ignores it and answers another point instead. There is no clear answer to say "no we do not discount link from the same IP address". Google must have a ton of stuff in their algo to check quality, and massive amounts of links from the same IP rane might be a good indicator to use?
So, I am not personally going to dismiss IP diversity as "total BS" just yet, and think its something to be aware of, just in case.
