I heard many webmasters saying that submitting comments on blogs is good for SEO. They said because each blog will give us one unique link back (of course if our comments get approved).
They also said that instead of putting our names on the name box, put the link title.
Any idea and/or suggestion is appreciated.

Yes absolutely Blog Comments is one of the good way to get quality backlinks and as it is a part of off page optimization and is being focused too much.

Blog commenting is fine for as long as you don't do it excessively. It's supposed to be a way to connect with other bloggers. Many people these days use it for link spamming and irrelevant link dropping.

Its a great way to make a form of community within bloggers. Some of my blogs get repeat visitors because of the friendship that we have formed through blog comments. this communities that are formed are awesome as people are actually interested and are not in it to just post links... its an awesome way to be established as a blogger and get your blog known...

Yes blog comments still help in optimizing a website. What I don't like in blog comments is the comment posted there must be not spam. Even your comment is not a spam they will delete it and cosidered it as a spam. Another thing is the anchor text. Posting your anchor text in the name looks like a spam although the main comment is not spam they will also delete your comment. Blog commenting is advisable but don't focus on it.
