Again, if you are manipulating it, that suggests foul play. If you are simply making sure that your site is in the optimum condition for being recoginzed by search engines for what it is, the Google shouldn't have a problem with that. If you do it properly, then you are actually doing Google a favour, allowing them to link to appropriate and relevant content.
Those who 'artificially manipulate' as you say are NOT optimizers, they are more often than not spammers or keyword stuffers, and ultimately never come out on top. That is who I think this article was talking about, not optimizers.
