I'm starting a new site and am trying to produce the best quality content possible but I'm guessing that doing just this is not going to be enough to get listed in the search engines. What do you recommend as the best methods of off site seo?

Is there a way of knowing which sites/blogs are 'do follow'?
Apart from just doing a google search for dofollow sites, is there a way that I can tell if a blog is dofollow once I have come across it?

Honestly don't worry about <rel=no-follow> I would concentrate on your content, on page optimization, and promoting your site properly (NO SPAMMING!) by finding blogs within your niche and try adding to the conversation with relevant information and questions. The links you may get from these sites are more for promoting that you have arrived and if your comments are good, then people may want to link to you "naturally" which is way more valuable than worrying about whether they "follow" your links.....

The "wrong reasons" is the fact that you are considering search engines above real visitors.
Forget the non-existent "dodollow" garbage and get links that will bring qualified visitors, they will be of FAR more use (for SEs) than any that are described as "dofollow"

Well, as chrischrist mentioned, there's nothing like dofollow exist. But if you want to detect nofollow blogs or site then you need to install mozilla no-follow addons also you can install SEOquake that haelp you to detect no follow blogs or sites.
BTW if your browser is Firefox, you can download the quick search status addons. You can use it to determine if a websites is a do follow or no follow..

If you also use firefox , there is a plugin called firebug which can help you inspect what any element on a webpage (DOM) contains...After install just right click and in context menu select inspect element to see whether link contains rel=nofollow attribute..

You can view the page source of the site, right click on the page and then go to 'page source', and check if there is "rel=nofollow", then it's a no follow site. Or use Firefox 'NoDoFollow' plugin, this will determine a nofollow and do follow website.
Blog posts provide a lot of weight in the search engines regardless of whether they are dofollow or not. Get others to blog about you and post comments on related blogs. This will immensely help your SEO.
