SEO should be applied the same for all sites, new or old, it doesn't make a difference.

Submitting to SB sites is not SEO. It's link building. And it doesn't make a difference if it's old or new sites.
What you're saying makes no sense. Why can't you submit new sites to SB sites? There's no reason you can't. None at all.
