A well optimized Hub can rank well in the search engines for your keywords and can provide dofollow links if the Hubscore rises above a certain threshold as flek mentioned. The Hubscore is based on Hubpages internal algorithm designed to identify quality content, not unlike regular SEO. I've found that if you create a quality piece of content, participate on Hubpages by commenting on other Hubs, get comments from other Hubbers on your Hub and naturally generate inbound links, the Hubscore can and will rise.
