Concentrate on both the on-page and the off-page factors. Use a couple of tools such as ySLOW Google Page Speed. I also use the webCEO suite for on page issues. But not very much. I don't believe in software suites that doesn't update much when it comes to SEO.
With experience, you can identify most on-page issues just by glancing at the page. see whether there are any crawl issues, iframes (yes, people do use them still!), excessive flash, load times, cross browser compatibility, etc, etc, etc.
Try things like backlinks to the domain, pages crawled by the big three for off page stuff. Put all that in a nice wrapper and present it.
Here's the important part. You have to explain what you put in your report. If one guy asks what is a CDN and all you can do is scratch your head, consider it a complete FAIL.
