Directory submission are still effective, it only depends on how you will submit your site to different directory submission.
For me the best techniques are forum posting, blog commenting, and social bookmarking.

Directory submissions is an effective way. Socialbookmarking, submitting RSS feeds add smore link juice, and if you can get a few high PR profile links that`s even better. The most important thing is to work on getting backlinks constantly, not just throw 100s of backlinks in one week and forget it. It`s a constant, and pretty long process.
