I think you need to start with ON-site optimization
Decide which keyywords you are going to use
Create content using them
make sure you have ~the same density as your competitors
Create anchor text for the links
Do directory submission
Create some articles with your keywords
Submit them
most of SEO methods can be done for free...especially if you do it yourself..
forums, blog commenting, social bookmarking, social networking, articles submission, directories, classified posting and press release can be done for free..
