The Link: command for Google does not give exact and accurate data of backlinks. If you really want to check the number of backlinks, then you should check links in Yahoo site-explorer OR you can log in to webmaster tools account and check for links to the site. It will give you clear picture for number of backlinks.
Google doesn't show all your backlinks, but rather only those quality links. Google has a unique way of determining a quality backlinks. But don't be worried, even not shown on Google, it is still maybe counted on other search engines.

Thanks for details about the link counting concept, i dont know about this even i was very much worried of the count the google has been showing for my website.
Your best bet is to check Yahoo! to see your back-links. Google tries to keep it's algorithm a secret and part of that entails keeping the links a secret--or at least some of them.
