Is a <META NAME="ROBOTS" tag important if I want my site indexed? My site has none.
Just wondering
If you want your website to be indexed, then don't bother putting that tag. Search engines will index your website by default if you have no meta robots tag. And in addition, you should only use the tag if you don't want your site/page to be indexed, and/or if you want to make ALL the links in your site/page NOFOLLOW.

Robot files are notepad files which are used to instruct crawlers of search engines whether they crawl and index of your page or not. It is an important part of SEO.
Robot text is used to tell the spider to crawl the page or not. The following are used in meta robot noindex, nofollow, all, index and follow

It is a txt file located in the root of the site and tells the search engine which is to be crawled and which is to not.
No it isn't, that would be the robots.txt file NOT the robots meta element.
