Site wide link building has always lured SEO community to harvest page rank juice but after the drastic page rank update from Google, webmasters have become vary of whether they should link out to related website on a site-wide basis or not.
The theory that i hold on this issue is that, If your links are constant on the whole website then google understands that the the block is constant, and it attributes the draining of page rank to on page content rather than navigation or footer links.
So if your links are relevant then you should not fear to add links as a block on the navigation as it would add value to your website in terms of hub nature.
