That makes perfect sense. Additionally, I can easily see Google collecting data with respect to how your site is perceived by humans which would be a function of many things such as "bounce rate" among other things. The fact that a website would go through a "testing" phase is very believable. If the numbers do not support the retention of a high SERP then placement occurs according to the "numbers". Instead of a "sandbox", the exact opposite sounds to be true. A piece of art is put on the floor. If it doesn't show well, it is taken down and put in another room.
