I have been told that if we implement site tracking, measuring and analysis, it would help us. Is that true and if it is, how would it help us achieve better rankings?
Your website, depending on who you have, has a statistics feature in their package that shows you all of that stuff... Most come with this. If not you can use google analytics. But it wont improve your stats by tracking them.
But of course as a SEO in Houston you propably knew that already.

I use my tracking software to check the long tail keywords that people use to find the website but that I haven't fully developed, so I can then create new pages for these keyword phrases.
Yes consistent tracking and analyzing site helps in increasing website ranking. If you follow your site through Google analytics then you will come to know what is the bounce rate of your site, if it is more then work on content updation to decrease the it. You can get the idea of keywords, like which keywords visitors are mostly searching for and what keywords they are not, so you have to optimize those keywords to it more searchable.
It's a meaningless metric when taken in isolation, you HAVE to know what it means for each individual site/page before it can be used constructively.
