Everyone has their own opinion, Here's mine :
(1) No, They still count it as a link, i know link juice, anchor text etc will not pass, but it considered as link.
(2) No, duplicate Content Never Penalized, as per i read on Google webmasters blog and matt cutts blog.
(3) Quality come first
(4) According to some text cases done by many webmasters, it looks like that its true.

3) Quality Back Links is important.
4) Not necessary.

1: I got 55,000 unique visitors in 24hours from a nofollow link.
2: Duplicate content will not get you penalised.
3: Quality over quantity is the most important.
4: not sure what you mean by the first anchor text.

Actually these questions are not trash, and they really matters a lot in SEO, and the truth is that no one knows what is right, As you can read above everyone have there own opinion, but i am actually looking for someone, who knows that what is right, say yes i have tested it...

1. Search engine point of view no follow links are not useful.
2.yes duplicate content can penalize your site.
3. Quality back links is first because if you have good quality back links you get good pagerank of your site.

A1: Who says? If you get a nofollow link from say the home page of CNN, that's worth at least several thousand $$$. Refer ThailandForum's example @ #5

A2: Duplicate content won't get you penalized unless we are talking about pages in the thousands. But most often, you won't rank for the same content. (Disclaimer: I have seen this happen the way around if you get scraped by bigger, reputed sites)

A3:Quality

A4: Nope. Google and other search engines have a huge threshold for page indexing. So it's not the first anchor text. I don't think it was ever the case now that you mention it. But footer links, links in navigation are devalued. Contextual links, or links within a chunk of relevant content is far more valuable.

1. Nofollow links have no SEO weight but if you look only at SEO you will miss everything else. True value of a link is who links to you and why. And no matter of dofollow or nofollow you will have a visitor. If he buys something do you care if he came from SE or from nofollow link?

2. Duplicate content will not penalize your website but only duplicate page, and maybe not to be deindexed, just with lower positions. Think logically, will google give someone results where there is 20 pages with the same content ?

3. What quality and what quantity? There are many quality links. Naturaly given by a website in your niche. Or maybe not in your niche but from www.yahoo.com ? What can I tell to you is that the best links are links from your competition websites

4. Just think about what should be valuable link and that's count. If it is in footer it has low importance and so on...

I'd say quality of the backlink counts a bit more than the quantity. If you get 1000 spam backlinks, they may be lacking in efficiency in comparison to that of 100 relevant, properly anchored backlinks from aged websites.
