For optimisation, I would say that is a redundant question. However for traffic, then that would depend on what your content is and who your target is. StumbleUpon has been quite a good social bookmarking method for our clients, because you can target by keyword and there are always random users checking things out, rather than it being time based.
Digg and Reddit are also very good if your content quality is high.
For social media, and social networking, Facebook is a great way to build fans and create some buzz, but you have to be buzz worthy and authentic.

I prefer SEO to SMO. I think SEO is easier than SMO as i myself don't have a lot of information about SMO and i don't know any one who can explain methods of SMO.
