I doubt tag clouds were or are of any use at all to a properly set up website, if you need a tag cloud to tell search engines your keywords you really do need to review your site.
Never heard tag clouds being a part of SEO. But may be just because it shows up the most relevant keywords about a website. I personally wouldn't give much importance to it.
