some say that Google thinks of of same-IP websites as one unit only.
Is it true?

Not necessary google still count it even though it has the same ip, but i don't recommend doing LE for google doesn't want it any more.

IP classing has not been around since 1993.

Google didn't appear until FIVE years later, so WHY should something that does NOT exist be of any kind of importance???????

If we have the same IP of same owner, we can do exchange links with all three sites and the link will called as the cross linking in seo term. This cross linking calculation is then reflected in the site's search page ranking generation.

On the servers we run, are many of our clients websites, we have a block of 6 IPs all on the same subnet.

A large majority of the clients are perfoming artistes and their booking agents, now, naturally these people link to each other back and forth and it does no harm to any of them!

Then, how do we suppose to build links and back links to our site? In what ways? Only directories and article submission?

As per my knowledge I think domain plays role instead of IP. To generate backlink consider a complete Off-page submission.

Yes, Google count one unit for same IP websites. It's a c-class IP. If you link exchange with all same ip websites, google count only one link.

What's to explain?

You give away your "articles" for anybody to use on any site they choose in the hope that they don't remove any links you placed there.
This also creates duplicates and your site is the one that is least likely to be shown for those queries that may show your article.

No one is sure about it yet as many websites are using shared servers and maybe there are owned by different persons. So is not true.
