If nobody with the alexa toolbar visits the page it never will.

Probably never
All you need to do is install the Alexa spyware and go visit those pages.
You can kid yourself that it's "enhancing your reputation" and it will give you something to do instead of checking useless metrics.

There were so many factors to lasting your backlink or link help you. If your website offers useful information to enduser and informative then it will lasting longer. If you not promoting your site properly it will not. Mean regular updation will help your back link work.
I never come across such things like without installing alexa toolbar the site will not considered by it. Just generate more and more backlink and have some patient.

For me (personally), link exchange is an old school link building method that doesn't work well. Focus on getting one-way link. BTW, don't rely on Alexa Toolbar.
Exchanging links with Quality and niche related websites is important. Do not go for maximum links since if you do like this its considered as spam. I always recommend that if you really want to do good SEO than never think of black hat techniques. Since good SEO application strategy results in good results.
Alexa doesn't show all of your backlinks at all. It only shows some of them. So don't worry about it. You can check your backlinks ( One way or reciprocal backlink ) on Google webmaster tool.

Google's bot is quite sufficient and works faster than other SE. It has different algorithms to analyze and calculate the backlinks to finalize the page rank for any web page.
Have patience and be careful while chosing the webpages for getting the backlinks. Avoid pages with gray PR or bad neighbour. Stick to relevant and quality content pages.
