If you write title in you href it is good. It shows when a cursor is put on that hyperlink.

I guess you are talking about the key word, instead of using the company or service name, using the keyword related to the service as the title of the link. Yes, using keywords for text links or as the title of links is beneficial in seo point of view, because by doing this, you the your site becomes more relevant to the key word, and you will gradually see the difference in SERPs.

FORTUNATELY SEs do NOT read the title attribute of elements so hopefully it will not get stuffed with crap.

Title certainly helps and makes it easier to track your links. 'accessibilty' as Chris says is the key otherwise you have lots of links and no idea what they are for.

When your link code goes like this:

<a href="www.example.com" title="Keyword A">Keyword B</a>

Search engine will see more Keyword A as your anchor text rather than Keyword B.

<title> is an HTML element in the <head> section of an HTML document. It shows in the bar at the top of your browser. It cannot be a link.

title "can" be an attribute of the <a> (anchor) element that is used to create links. So I could make a link like:

Code:
<a title="my link text" href="http://www.example.com/>my link text</a>
This simply provides hover text for the link should the user hover their mouse over the link. It's not typically used by the search engines as any type of ranking factor.

It's better to include titles regardless. Maybe certain search engines find it more useful than others. Even though we don't know completely how Google values certain details, it is safe to assume using titles doesnt hurt and the importance of titles depends on current trends. If google sees that titles are being used more as spam, then most likely they will hold less weight.
