I think the white hat SEO covers a little longer than just creating something of value that people will naturally link to.I am trying to do some strengthening links by commenting on some blogs though and placed with my link . White hat SEO is in many ways similar to web development that promotes accessibility, although the two are not identical.

Black Hat SEO is a name given to SEO techniques that try and fool a search engine. They are against the rules of most SEs and whilst can get you results, run the risk of leading to a ban.

White Hat is the name given to kosher SEO techniques.

Grey Hat is, well, a grey area. Close to breaking the rules but not quite doing so.

Stick to white hat for a beginner, grey hat for intermediates and only consider Black Hat if you really know what you're doing.
