Are you referring to a new site that ranked well for a few days, maybe even a week or two and then disappeared from the SERPs? That is totally normal. It's likely more that the Google Honeymoon is over... and has nothing to do with their so-called sandbox.
According to Cutts at Pubcon a couple of years ago, there is no such thing as a sandbox. He said then that the way their algorithm works, it can give the "illusion" of a sandbox for "certain industries". My guess is he meant industries wrought with fly-by-night web sites trying to cash in and make a quick buck. But who really knows... Perhaps his story has changed since then.
If such a thing does exist (for real or as an illusion in certain industries due to the algo), all you can likely do is 1) continue to build links and 2) wait...
