I agree with the above explanation, a phrase is a meaningful sentence which is a combination of words having expressions...

Regarding PPC and it is ADWORDS keyword tool, phrase or phrase match is match type that includes your keyword plus some additional keyword(s). Example:
You bid on: blue widget
Your ad can be shown for: best blue widget
Phrase match is marked with quotation marks: "blue widget"
Other two match types are broad and exact.

Any word more than two or more words is called a phrase. From an SEO perspective, Phrase related to key phrase, its simply means a combination of two or more words forms a key phrase.
