Tbh, i think in any case the answer is YES.. If you want to find a file, it needs to have a name and placed in a structure.

Yes, it does matter. Put your keyword or phrase in your filename, this will give a little push in ranking. The filename should also be no longer then 15-20 characters. If you have vast amounts of data and need to organise it in different directories please add at least one keyword within the name.

Every little thing concerning your website matters. Some things more, some less, but everything has a significance, an importance.
The way in which the pages are organized can help your website to be found, crawled and indexed by the search engine bots faster and more easier. You have to take in consideration the type of your site, the number of pages and their importance in order to build the proper directory structure.
The main idea is that it shouldn't be too simple (unless you have a very simple site) nor should you bury pages in a complex structure, because it will be very hard for the bots to found and index them. I think that each page should be no more than two clicks away from the homepage.

It does for both users and search engines.
You can not go to a certain destination unless you have proper mapped the place.
Same goes to webpages. If you are not naming the files and directory structure properly visitors will end up going nowhere or on wrong pages instead of the desired ones.

When I redesigned my website I used keywords in the URL's and file names and it helped my url pages rank in SE much better! I was surprised what an impact it had

Of course it matters.

If you are targeting a keyword which is very competitive and not included in your domain then you should create a directory and name it as the keyword and then start doing SEO for it.
