Judging the the posts here I would say that the weakest areas for SEO are India, Pakistan and the Phillipines.

Nope just honest!

90% of the newbie questions that are asked here are from those areas by people who claim to be "seospecilist (sic)", "mumbaiseo, "seoguru" or have signatures with "SEO Company India" etc etc

What would you think when "SEOExpert" asks "How can I rank my client site in Goolge"?

Infact, Im going to make a pact with myself. If ANYONE ever comes up to me in real life and say's they are an "SEO Expert" .. I will punch them.

Maybe if everyone else did this, We could drill the message into them.

Back to the question, the weak are should be on page because most of us now are focusing on links rather than on page which lead to spamming...

Some people are really don't no how seo can be done because every now an then their is one invention happening in seo industry. But no one likes to share our intellectual power to others, some time these invention can be positive or negative. But if these activity is helpful then it needs to share. Sharing is the best way to earn knowledge. Someone can add something to your ideas and it will rock, these things also can be happen. So that share,search and innovation of ideas is always welcome in SEO.
