This argument makes no sense. Typically, on-page optimization takes a lot less time than off-page (ie, link building) assuming you do everything yourself. Getting on-page optimization right is easy. You just do it as you build your content. Generating quality links, on the other hand, is going to take time and effort over an above content building. Besides that, how much time you spend on each depends almost entirely on how competitive your niche is. For some keywords you need virtually no link-building to rank well, and for others you need a lot.
