Depends how you define "effective".
A forum signature is an easy way to get a link. If you're frequenting a forum regularly, it's not going to hurt to get a link every time you post.
That said, the links are of poor quality. The only good side is that you have control over the anchor text.
Forum sigs are link-building 101: the very basics. They should make up the foundation of your link building campaigns, but only that. Don't rely on them for results.
Where they are more effective is in advertising your services. If you're in a forum that is dedicated to a niche of some description, like this one, if your signature offers some value, there's a chance you'll get some traffic from it. And potentially good, targeted traffic too.
