I have a little network of websites that has all its pages linked between them. These links are in rotation on all pages of all the sites.
My question is, how does Google value these links?...I mean, sometimes they will find a link on an specific page and the next time it could not be there...does Google read the list of all the links that are in rotation or just reads the one that is displayed on a given moment?
In terms of link popularity and PR, how it works?..are there some negative effects?..would it be better to attach the no-follow tag to each link?

No, you wont get any value for the dynamic link. It should be static. Google will not finalize a link by crawling once. At least your link should be there for 2 or 3 google crawls. Then only google will treat it as a valid link.
Static means static. The link has to be permanent.
