i am just a little confused about the forum marketing. we all know post in relevant forum with a signature link will be helpful to site rank. so what does the word ( relevant) mean? is it relevant forum category or relevant topic? It seems our site rank went down from #1 page to # 10 page in google. Recently we post many treads in the seo forum like webmaster talk.so is it the reason because our site is not relevant with the forum?

Relevant would mean if you have a light bulb site post in light bulb forums, but I'm pretty sure Google has openly admitted that forum links are not worth what they used to be.

Sometimes its hard to determine what consider as a quality backlink. Is it based on backlink niche? On content relevance? The way Google calculates backlink quality is way too complicated for neither human nor software can "guess" how much weight a backlink is in Google's "eye".

i don't think relevancy much important to maintain ranking or increasing the traffic on your website. i heard mattcutts video he said that diversity of domain important to rank the website.

To my experience, it's just a reference. And I pay much more little attention to it now.

Relevant refers to something being important or significant. If something says to point out "relevant" facts it means to point out only what is important to people's understanding.
