Website has to be Content full with relevant keywords, if we use any images or pictures you will have to use Alt attributes, and define TITLE Tag of the web page and Meta keywords. These are on site SEO techniques. H1 and H2 tags are very important as part of onsite SEO.If we can define Robot.txt file and sitemap.xml file on webmaster tool it will be easy to index your WebPages .In robot text file we need to define which file of folder need not to be indexed. The sitemap.xml will help goggle to index your new pages quickly.

When it comes to metas, based on what I've read, met description is the most important and meta keywords are the least important.

Everything is important in onpage including content, meta tags, sitemaps, image and alt tags, keyword research etc..
