I am a bit overwhelmed and interested in where I should start? (on page optimization, off page optimization,
link building etc). Does the 80/20 rule apply to seo? Should I focus 80% of my resources on one key area?

Well, should first understand the basic of SEO and understand why you need to do this. Know the benefits that you will get when you do this for your site. Know what's traffic, page rank, keywords etc. This kind of forum will be a great source of information.
The utmost important factor in SEO is what site you have linking to your site. Probably this can give you an idea of a site ranking. Also, start with building links to your site.
i think SEOshould start from internal optimization.
choose keyword, website design, content,and so on .
after finished 60% internal optimization, you can start external optimization.
