Hi,
what is the best time for start link building for a new site.I have created a new blog by wordpress on 5/11/2010 www.moviesonlinewatch.com
i want to know that ,i can start links building for it.
I have listen that creating links for a new site is harmfull and google penalized your site for search results.

There is not any best time all time are best because Google can crawl your site at any time so start as soon as possible.

For me, you should start the link building techniques if your site is up in the net. As soon as it has quality content on it. If Google crawls your site and find out that some of its pages has no content at all but only dummy text (lorem ipsum) , that would be a bad impression for your site.

There are no any best time for starting the link building. You have to fallow some instruction that are given bellow.

1 Your site should be complete
2 Remove all the HTML error
3 Remove all dead link
4 You have to sure your site having useful content

I agree with this statement of provaltech.
There is no such time to start building Back-links. But before starting that you need to make sure your site is following all guidelines provided by google.

keyword selection and mapping
content optimization for selected keywords and mapped pages
