I believe that Art for us who want to discover great craft around it. please it and rank above it. and Science for those search engine people who want to discover how to control the result more than us.
I think an Art because it requires different technique and strategies to work.

SEO is art also and science also. Some times we have to be creative in SEO and some times we have to think it technically. I prefer doing SEO by myself only.
It depends on the budget and your goals that you want to achieve. If you have higher goals it can't be accomplished with one person. you meed to put more resources and efforts..

SEO is free, so what are you trying to say about the budget?
From my point of view its a mixture of both for creating a reputation of a website over search engine. Art of gathering traffic for our website and off site optimization is science.
