Is there any daily, monthly, annual backlinks creation limit? specially for new comers? We know that one participating link farming, buy bulk link packages would penalized by by google. Is it true?

no, but you need to create backlinks in consistency. in terms of number of backlinks.

there is no limit of backlinks as i can check backlinks of google than google has 2,970 link. if i m checking google backlinks on yahoo than it showing
(242,897,470) backlinks.

Yeah there is no limit for back links its come for only inbound links.

Yes as mentioned above there is no limit on building backlinks. But always target on quality rather than quantity of links.
