look for websites with high pagerank! forums like adobe forums, dmoz, yahoo directories listing! you can have 1000 backliks from pr1 websites or 2 backlinks from pr4 websites! my opinion

I think there is no way to improve Pagerank in short time.Because PR depends on google and it depends upon Google when it ipdate PR.However Google update pagerank in every 3-4 months.But you can do only focus on quality link building work.If you ll do quality link building work and ll get soem good high PR backlinks form relevant sites then you ll get high PR for your site.
