Out of this entire thread, this has to be the best advice I have seen. Tag clouds are not user-friendly, since most of them are typically overstuffed so as not to be truly legible to the average visitor.
Organize your links for the user first by having a "recent topics" area or the like if you must, menus, site map links, anything but a cloud.
There's a reason that they fell out of fashion. There's also a reason why a UX person has better job prospects than a SEO "expert" any day of the week.
UX > SEO in all cases, because in all cases when you cover UX you also cover SEO. Period.
