What are the best techniques to do SEO in a specific locale ? what I mean is that what should I do if I want to be higher in ranking in a country specific key words.For example "Mykeywords in USA" or "My keywords in Pakistan" ...

search directories that belong to that country, and try to get as many links from IPs originating from that country

The main idea is not just a directory submission but generally a linkbuilding using the sites from the targeting countries.
Need pakistan traffic? Get pakistan backlinks!

Target your PAGES for those phrase and countries.

Where you get links from is local ADVERTISING not SEO.

You need to research what search engine those people use? In what language? And try to promote your website with sources in that language. For example, if you want to promote a French website, then use French social bookmarking websites, submit your website to google.fr, try to get backlinks from French article sharing websites, etc.

For local SEO you need to focus on local sources like directories, forums, community sites.

The first thing is make sure your contact us page for the site you are marketing has an address and local phone number in HTML no pics that seems to help a lot then optimize title tags with local keywords like "Gary's pool hall in downtown brooklyn" submit to local listing directory's like yellow, local.com etc try to get links form established local venues that are popular in our example bars or restaurants might be a good bet.

Create your pages with with keyword you mention and buy ip for that country for doing its seo work. Get your site server from that country where you see you ranking.

First of all you can change geographic location from your webmaster tools setting.Another way to do target in local market is you can submit your business in local listing.There are so many local directories which can help you to get some exposure from your local area.

Optimising is making your pages perform at their best.

Promotion and advertising is raising awareness of your pages, and of course by getting higher in searches is also raising awareness of the pages.

Use google tags.It will help in this regard.
