Hi,

I dont know much on improving SEO.

The website is still under construction at this point, but most of the major pages are already done.

I can also either offer services (those I will sell when website is fully launched) free at this point, or put a 'under construction' note somewhere, to inform user that the website not yet fully functional.

Should I take advantage of this period (before launch), to improve my SEO? If so, how should I proceed to do this 'attempt to improve SEO'?

Add your keywords to contents appropriately, build links between different categories, user-friendly consideration.

Start now as you should prepapre your site for the future and some SEO work is essential right now.

This question is asked very often.Most of people say it ll harm for their reputation because visitor ll come to your site and found your pages are under construction.But you should not do SEO in a manner in which your work look like spamming or fraud.You can distribute Press Release and article submission.Means you should distribute like a news so that people ll get exited to know more about your launch.You have to create environment before launch your major website.So it is ok to start SEO.But there ll some tactics which you should follow at moment.If you want to know more please PM me.

you can do link building now while waiting for it completely finish but make sure the home page or the landing page is working perfectly.

Do not hesitate to upload your not final pages to the site.
First of all you'd understand that there will be a very little number of users at first.
Also you'd nore that the earlier you upload your pages, the earlier they'll get indexed and teh earlier their rankings will start growing.

You can start as long as you are ready. Do on page optimization first before off page SEO.

If your page is usable and viewable by the user, I see nothing wrong in beginning to optimize your page for SEO. It might save you some work in the long run.

I would suggest you to complete your onsite work first, finish up with the design and coding part, then content and meta keywords for each and ever page. As you finish with the on-page, then you can start with the SEO part. Don’t be hurry if you website is not yet ready.

I think that it will be nice to start optimizing your web site now.. you will have much time to get higher ranking in the future.
