A title tag can be about half the size of what it would be if you tripled it and removed one third.

I like those in 60 characters. It is long enough to say something and any Search engine indexes it without cutting any symbols.

It is my understanding that they should be limited to about 65 characters as this is about the limit that google will publish in the search results for the given page

That does NOT mean you should limit the title length

A lengthy title tag causes no harm to your site for sure. For SE they just read only some of the first characters and consider them in ranking. If you a cheeky little idea of stuffing keywords in a row for titles- It WONT WORK. Just make it lengthy if you really have to make it lengthy, for the sake of users.

It should neither be too long nor too short. Minimum of 60 to 70 characters are good.
