Hello

I wonder whether there is any way to find all the links like

<a href="X">title name </a>

to a website by means of Google.

I know that searching link: "X" in Google returns all the links to that website. However, I want to find only the links to X that have title name.

Do you know if there is any way to do this?

Try allinanchor:phrase or inanchor:word

But that is not exactly what I want. I want to look for all the websites that satisfy two conditions at the same time:
-they should have links with a particular anchor text
-this anchor text would be in a link pointing to a particular website that I specify

Do you know what I mean?

For example, how to look for all websites with links to Google.com url and with the anchor text "find it".

It's the closest you get.

The link: command has never worked as people expect, so if you want better than that you will need your own database of every page and link on the Internet.

you can use Google Toolbar's backward links. All you need to do is to go in your page then click the backward links button seen in page rank tool arrow down button.
