For a new seo company, would it not make sense to target your local area (less competitive) - so seodelhi or seobombay etc; even something like bestseoindia- I'm guessing from your sig that you're in India.

I might agree with that. However, my little SEO biz - I didn't go that route...I pretty much wanted clients from outside my town.
