Yes, this much discussed lately. Indeed co.cc is very "comfort" for spamming before.

It was a free domain. There's always danger with free domains and always easy to lose. Those users should have seen it coming.
 RIP .co.cc

No, No, NO!
Of course it's not their fault, it's Google's for for making changes to their system that affect people trying to make a living from showing their adverts!

Maybe they'll turn their attention on the masses of crappy .info directories next.

Google don't have enough time to classify them, there are just too many!

They don't need time, PHP Links Directory leaves a footprint so big even Chief Inspector Jacques Clouseau of the Sûreté could identify it.

Some phpLD directories are genuine attempts to classify the web usefully.
Some .co.cc websites are genuine hobby sites that may be of use.
It seems unfair and almost uncivilized to penalise, or suggest penalising, them all.

Who is being penalized?
A search engine is a service for users of the web.
It is not a service for web site owners.
When the over-whelming number of sites in those categories are spam, users are better served by blocking them.

You're giving TP to somebody who disagrees with me? It must be time for a rebellion against the tyrannical and treacherous Empress!
Especially considering that I was right. There was never a shred of evidence that the majority of .co.cc sites were spam, let alone the overwhelming majority.
BTW (1): I had a .co.cc site on page 1 of Google serps.
BTW (2): there is no hyphen in overwhelming.

I don't think I ever found a page with a .co.cc domain when I searched for results on Google, in the past. Also, never used that domain for one of my websites..
If I found a link to a page with a .co.cc domain, I would most likely avoid it, because I know how spammers used it for scams, spam and to spread malware because it's 'free/easy to get' and anything that's free, oh well, . Although, not all websites with the .co.cc domains were like that. I've sponsored a few people domains ( some for personal websites, forums, etc ) , that's why I know.

there's an option to submit a reconsideration request if your site was following Google's Webmaster Guidelines

According to Anti-Phishing Working Group, 40% of phishing subdomains were on CO.CC

here's the Survey Findings PDF

That's OK. Spelling errors tend to prove that you are a genuine programmer. ("The compiler will catch any syntax errors.")

Not such a problem for me personally. I should really have moved to a dot.eu TLD for the sake of credibility anyway, and I can afford it. I was thinking more of the hobbyists, students, and start-ups working on a shoe-string, who have just been kicked in the teeth by Google's arrogant fiat.

My contention was that there was not a shred of evidence to support the allegation that the majority of co.cc sites were illegitimate. Think of it logically using group theory. Allowing for the sake of argument that 40% of phishing sites were on co.cc, that does not prove that 51% of co.cc sites were dodgy.
Take these example figures: 1,000,000 co.cc sites; 10,000 phishing sites detected, of which 4,000 were co.cc. Agreed that 40% of phishing sites would be co.cc, but all the same 99.6% of co.cc sites remain legitimate.
Alternatively, to say that 40% of spammers are Indians, does not prove that the majority of Indians are spammers.
