There are many ways to increase traffic to your website.
If you have the time you can easy learn the techniques yourself or you can hire a SEO firm or a freelancer.

Offer quality content on your site and try to get backlinks.

You can do Social Bookmarking, Directory Submission, Blog Review, Press Release Writing, Article Submission, Video Promotion etc.

Focus on a few keywords and use these in your content and topics.

It takes more than directory submission to get web traffic. I use bookmarking, articles, blog and forum commenting. One of the most important things is to do in-depth research on your keywords or keyphrases. Then make sure you optimize for them when the opportunity presents itself - in addition to within your article and blog posts. Know'em lists a number of sites you can use to optimize your site.

Hiring an SEO firm is out of list for most small business owners.

I do recommend writing quality contents but must be supported by backlinking through bookmarking/ other type of backlinking services.

Just solely depending on web directory is not a wise decision.

Advertise.....
Some systems are not so strong any more ...but they still work...
Classified ads..
Banner ads....(weak)
E zine ads....
Paid mailing lists........
For some offerings...paid safe lists...(a bit touchy)

And a few more that don't come to mind right now.......

You need to do on page first and then off page of your site which includes;
Directory submission,
Article submission,
bookmarking,
blogging,
blog commenting.

ok this is what i can say .... I don't know about your site or what is your target audience but commonly I can say this .... normally web site have a high PR value for the home page. you have to do some optimizing on your selected pages and try to pass that PR value to other pages.to do this you have to make your internal link structure very clearly. I can give you a tip all the important pages must in root

Try some other techniques also like: Social Bookmarking, Forum Posting, Blog Commenting, Article Submission, Classified Posting and also promote your website in Facebook, Twitter and Linkedin to get more traffic..

Don't understand you 100%, but are you saying, "Higher SERP for any keyphrase = Traffic"?

Think about it. Some websites aren't getting a single unique visitor from search engines, while their pages are ranking for keywords no one is searching for. Then again, you can be ranking on the first page of Google Search for a keyword that actually gets searches, while still having no clicks. It's all about the content you write, how well you described it ( titles/meta descriptions ) and the click-through rate.
