I am frequently reading online these word SEO Experts; and I am curious if a technical background is an advantage or a must to become an expert in SEO

No but you do need a brain and the ability to think for yourself rather than simply following what the "seniors" and "experts" tell you.

True. When you hear someone say they are an expert in SEO - run the other way. I've heard so much crap come from these "experts" that it's insane.

I couldn't agree more with you guys, it's not always the paper that counts, its the results that you can bring with the skills you do have. Entitling someone as an SEO expert, personally, I think is so overrated. I have a fair share of experience with that!

A technical background is not necessary. Of course, it helps but there are many great SEOs that do not possess a technical background.
