SEO is PART OF SEM not a seperate process.

SEM is the process of marketing to the USERS of search, the optimising part is making sure that the pages you are marketing can convert the traffic/visitors to paying customers.

For SEO you need your skills and SEM you need money (to pay to search engines to get customers) Basically all depends on your product what you are selling !

I think SEO is more essential, but SEO and SEM are both important. Putting at least a little effort in both could produce positiove results.

SEM (Marketing using search engines as a medium) is how you increase "visibility" of your pages.
