I just want to ask if flash codes can be crawled by search engines? If not Why?

Some can, a lot can't be.

Why not? because a Flash file is mainly binary data that requires executing (running and decoding) rather than just character data which can be simply read from the HTTP response data stream.

Is it possible to add an attribute or "alt" tag to a flash file to tell search engines what it is? Like we do with images...

there is no such thing as an alt "tag".

You can add text between the object open and close tags which will be "seen" by useragents that are not flash capable.

They can crawl and read the code, but currently, cannot index the content delivered using AJAX techniques.

If content delivered using AJAX techniques cannot be indexed by SEs then these sites are able to add more and more contents within, thus, making their sites look a bit more appealing to random visitors by having quality content without realizing they are only duplicated. These sites might gain confidence and trust from visitors and establish incoming links and backlinks
