That's because there isn't an answer.

Other than it's the same as backlinks;

Some will count most won't.

I personally focus more on creating quality backlinks.

chrishirst is correct about a lot of them not counting, especially if you post on no follow sites and forums.

As far as i know, Citations is reference to published or unpublished things like book, webpage etc. while back link is known as a incoming link to a published webpage or website. We can put a link for a unpublished item but that is worthless. Back link is a link between two web nodes.
