The conclusive effect of Google Panda is to target content farming sites that which produce content faster with less regulation thereby trying to exploit the exploding internet phenomenon. Google puts a tab on that and only lets qualified websites to rank better than inflated web pages.

Yeah - I experienced that first hand. When Panda rolled out last year, I had a lot of hubs (from Hubpages) that were ranked. They were about 600 to 800 word articles. Still - I personally saw a lot of my hubs sink during that time. I then read articles that Hubpages was on the list of "content farms" that Google was going after. True or not - I stopped putting content on Hubpages.
I now do the smart thing - put the pages on my site - where it should have been in the first place.
I've seen and also read about articles dropping in ranking like bigcat1967 says. Article sites are no longer as highly ranked, or at least it seems that way.
Google Panda update is the new change in Google Algorithm, which is implemented to deal with the problem of Duplicate content...
According to Google Panda Update, any website having duplicate content would be placed at the bottom of Search Engine Rankings (and can even be banned from Search Engines), ensuring effective, and accurate, search results...
The point is that Google changes its algo just about every day or so, but major updates don't happen that often. The bottom line is that you need to make sure that you create quality content. That's the bullet-proof way to stay afloat any time.

I can see why this is an important thing for google to use, however, isn't the game of SEO to try and gain more traffic to your own site? Aren't they just cutting corners by changing the way their search engines work? SEO is a game and everyone plays to win rank.

Nope It's marketing and promotion that gets traffic.
Optimising it about improving the conversion rate of traffic.
