You really don't seem to be getting this
You don't add all the keyphrases to one page. You make new pages, each targeted at two or three phrases and link them into your site using appropriate text links (or image links with appropriate alt attributes). Or you change existing pages to suit.
Your "home" page should be fairly generic and describe what the site is about the point the visitor where to go next. The inner targeted pages are where you want the SE visitor to arrive, on the page most suited to their query. The quicker you can answer their need or give them the information they were looking for the more likey they are to return/bookmark/link to.
Each time you add a page you are also reinforcing the site overall as it will add more links for the SEs to find and count.
You are shooting for some highly competitive phrase it will not be a one shot simple process.
