i'm not sure about them but never buy links just to get pagerank. What you want is targeted and quality traffic.

They have a page rank of 2. Also you need to say what type of website you have. There is no need to link a site that has no relevance to yours cause the users will get insulted if they click on a link that they are not interested in. Respect your customers and link from related sites to your site.
Also there are plenty of sites that would be able to link to you that are free, like Netinsert.

I am working myjobislame.com a worst job site and my business site lifeease. For myjobislame I have exchange links with about 15 sites and entered my site in about 20 directories. I also wrote some articles and I visit a lot of forums. I have got about 4 more links on MSN and 6 more on Yahoo. I don't have one on google.

My site is on the on the 4th page for the search "worst job stories", so I am not that far from the first page. Right now I get about 20 visitors a day.

There is nothing wrong in doing so if you have a budget. But I'm not into buying one way link. IMO there are lots of ways to get them so why buy them. And if your buying links be sure that they are passing PR and SEO friendly. ('',)

I would always look for links that can also be considered advertising. IMO you will get a lot further finding individually owned sites with related content and traffic and approach the webmaster about advertising with a banner or a good text link, that stuff helps a lot. You can use a banner with keywords in the file name and also add an alt tag. The ads that get you traffic, generally help your rankings as a nice side-effect. I do also encourage advertising in good niche directories with related content.

Simply Google "Keyterm + Add URL" or some variations thereof, and you may find some nuggets out there. And btw: IMO links from sites that the usual seo crowd doesn't get links from, those seem to work a lot better and are less likely to get you associated with any sort of black hat or grey hat network

My usual thought is that any site offering a lot of links for a low price is possibly going to take you to a 'bad neighborhood'

There are many ways to find free links as mentioned above which is the way I choose to acquire links. There's nothing wrong per se with paying for links, but I think you need to be careful sometimes with who you pay and where your links will end up.
